Is there any way to create workflows in Board? For example a user A wants to get authorization signature on a report from user B and after user B authorizes it , the same report has to be sent for authorization from user C.

,
yes, that's standard for all planning applications created with Board.
You'd need cubes to store the status of the workflow, being dimensioned by appropriate entities. Then, user A will hit a button to start a procedure writing the status into this cube and informing user B that he has to confirm, and so on.
