Trigger Broadcasting via API

1) What is your idea?  Trigger Broadcasting via an API, using the API User                                               
2) What specific problem are you trying to resolve?  We are triggering Board procedure as part of the nightly process that runs every day.  The Board procedure loads data from the backend system (that calls procedure via API when the data is ready for consumption) and as the last step, Board needs to send email notifications using the Broadcasting feature.  The duration of the nightly data load varies, so it would be best to trigger Broadcasting after the load completes instead of having to guess when it will finish in order to attempt to schedule email notifications for after completion of the data load.
3) What workaround have you found or used? We've scheduled Broadcasting to happen at a specific time. This presents a risk that it  will be invoked and email notifications sent out to paying customers before the data load is completed and ready for consumption as opposed to when the data is actually fully loaded into Board and it really is ready for paying customers to use.
4) What is your role in the organisation?  I am the Programme Manager for my organisation's Data Programme.  We are developing data services for paying customers.
