Yes, to restrict access to the Azure File Share you need to submit a support case indicating the authorized IP and/or subnets. The Cloud Operation support team will reply to your ticker with a link to its calendar where you can schedule a maintenance window during which the activity will be carried out in conjunction with a meeting to test the allow list.
