Allow New Objects To Be Transported Via Capsule Package When Folder Security Is Enabled

Currently, if folder security is enabled on environments, the capsule transporter (capsule package) process will fail on execution when transporting new objects. It will still fail even with god-like permissions and write access to all capsules via folder security.

This is a result of the system not recognizing the new folders/capsules as part of the existing folder security, hence it believes the user executing the transport doesn't have access to write the new objects to the environment.

This is an integral component of release management and should be addressed by the Board product team.
