have a look if the password is correct. That was my issue when I received that error message.
I have received the cloud password in a protected word file. when you copy it from their you also copy a space which is treated as an additional character in cloud password.

Re the issue
Did the Procedure run even though you go the error or did it failed?
Did it happen again or was it a one time error?
Be worth looking at the logs or there isn't much info might need to raise the level of Logs captured for a short amount of time.
Alternatively if the error keeps happening i would suggest logging a case with our support team Board Support
I seem to recall you can get that message if the database has been left in Maintenance Mode as well, so another possibility to check maybe.
