and on the forums there are these two entries for the most recent version: B10.3.0.51220_Setup_Office_64bit.zip and B10.3.0.51220_Setup_Office.zip

You'll find here that Board 10.1.3 was already supporting Office 2016.

Hi, this might look like an offtopic in here but how did you manage to get access to the downloads section?

The forum says I'm not authorized to download anything. I'm a BOARD user and need to get the latest Office Add-in for v10.3. Any ideas?

The Excel Add-in link has moved to Support > Downloads. Here is the direct link:
https://community.board.com/categories/downloads

To find the version of the Excel Add -in you need:

Select the version of BOARD you are currently using on the Downloads age (Support > Downloads) .

3. Select the 64-bit version of the Excel Add-in for 64-bit Office installations. All other installations should use the 32-bit version.

To piggy back on what Zachary has, if you are using a version of Board that is not listed in the downloads, you can open a support case to get the installer necessary. When opening the case be sure to include the full version of Board (i.e. from Zachary's screen shots - 12.4.0.0.78522.
