Update Localization/Unload/Reload as new procedure step

Idea :

Add 3 new options as step in a procedure :
- Update Localization
  - Apply current values in *_localized cubes
- Unload Database
  - Same as "Unload" from the Data Model / Summary button
- Reload Database
  - Same as "Unload" from the Data Model / Summary button but reload just after

Context :

Localization on entities are updated only after a reboot or an "unload" from the Data Model / Summary button
My SKU translation are loaded twice a day using a datareader from the ERP
Board platform hosts multiple worldwide used databases making it not possible to reboot as often as we load localization

Workaround :

Not use entities localization
