Allow Data View to ignore format settings

Current situation:
In Board Data model, designers have the option to define a Format for specific entities.
Once set this format will impact each data view created using cubes with these entities.
Limitations:
The format setting is acting as master for all data view, this prevent to have a different format for specific data view where the format is not required (or a different one).
i.e: If the number of digits in the format of an entity is set to 3, even if the data view has digits set to 0, 3 digits will be displayed.
Idea:
Data view should have the option, globally or at the block level to ignore existing format.
That would give more flexibility in business cases where specific data view needs to display only a rounded value.
Side notes:
There is an identified issue where the data entry is not working properly is the number of digits set in the block of the data view is not similar to the one used in the format.
When a block is added to the data view, the number of digits is set to 0 by default and not the value from the format.
