Are breakpoints supposed to be ignored for a user with a regular User license?
I'm trying to investigate a Procedure that fails when running as a User, but not as an Admin.
Can't find any documentation regarding this.

yes indeed. They won't be recognized with a User license.
They only are recognized with a Developer license.

In addition: With a Power User license it's also possible for Capsule Procedures.
