Logging procedure changes

There are cases where we want to identify the user who deleted a procedure object and the time it was executed.

It is desirable to have a function that can output such information to a log.

There @Samson Sunny explains the database and capsule procedure modification logs that track when the database procedures or capsule procedures were created, modified, or deleted and also show the user who performed the actions.
