Displaying similar points on a bubble chart

I am trying to plot some data on a bubble chart, and am having some issues trying to plot and display points that have identical results:

The dataview here shows what I am plotting - and the points '11' and '16' are mostly hidden. I have tried here with different bubble sizes but the labels are still not visible. I am wondering if anyone has come up with a way to move the labels or a way to better show these points exist still using only a single chart?

    Hi Stephen,

     

    the points '11' and '16' are not visible because there is an overlap with points '5' and '8', as they have perfectly the same coordinates. I advise you to give a little transparency to points '5' and '8' in order to be able to see that there is another point below with the same coordinates. At the moment it is the only solution I can think of
