Are there guidelines about when to ask a question of the Community and when to file a Help Desk requ

I'm wondering if these guidelines exist.

    I would say general "how to's"  type questions should be the method to use in Communities.   If you have ideas and/or enhancements requests you can use the Contribute->Idea section of communities as well.   

     

    If you have a more in-depth technical question you can always start here but depending how deep it goes you may be asked to create a support ticket instead to properly manage it.
