Currently there are two choices, either a text field where the user can enter some plain text or a rich text box that creates an RTF. Could we have an RTF text box with controls on the number of characters the user can enter. For example, as the admin I’d decide to limit a text box to 4000 characters. The user would enter text until that limit, whereby they would not be able to enter more. Ideally a message would be on the screen explaining that they have reached the character limit (the character limit should of course be displayed for the user to understand fully).

This refers to the Dynawrite functionality.

If a character limit is not possible, then could we have a character count? On the screen, once text is saved, the character count could be shown in the bottom corner for example? At least that would help. Right now it is a real pain not having a way to restrict the number of characters entered, our users like writing too much!

I'm sorry but I don't understand. Yes I definitely do believe my idea has relevance. But why do you point me toward the new guidelines, I don't see the difference. When I search in the Ideas section I still find my idea… this one here.
