Admin ability to manage other users subscriptions

Admins need the ability to manage other users subscriptions. The ability to edit/delete would be nice as employees leave/change roles. We would also like the ability to limit scheduling windows so employees are not scheduling during business hours. There are concerns internally that the subscription feature is unusable without these extra controls. We realize we can completely shut it down through security, but that's depressing. How do admins sleep at night, responsible for the health of a system, without the ability to manage this?
